Bay City Commission approves 4 new marijuana facility licenses

BAY CITY, MI – The Bay City Commission has given the green light to multiple marijuana facility licenses.

Four licensees were up for consideration during the Monday, June 15 regular meeting. A medical marijuana provisioning center, two adult use marijuana retailer licenses, an an adult use grower license were on the Bay City Commission’s agenda.

All the licenses were approved 5-3 in a joint motion by Commissioner Ed Clements, with Rachelle Hilliker, Cordal Morris, and Kristen McDonald Rivet casting the dissenting votes.

Rivet continued her trend of pulling all licenses off of the consent agenda at all meetings so that the commission is required to vote on the applications as separate issues instead of lumping them together with other consent agenda items.

Yuma Way, MI LLC submitted an application to operate a provisioning center at 1321 Sherman St., which the City of Bay City defines as a commercial entity that purchases medical marijuana from a grower or processor and sells, supplies, or provides it to registered qualifying patients.

The adult use recreational facilities licenses were approved for Windsor Township OG, LLC, dba Rair Systems for 3772 Wilder Road and SPMI, LLC dba Shango Bay City for 3976 Wilder Road.

Finally, an adult use class C grower license was approved for David Pleitner dba Golden Harvests at 333 Morton St. According to the City of Bay City, a class C growing permit is for a facility that will grow less than 2,000 plants at one time.

All of the aforementioned applications were submitted with a $5,000 fee each.

Each license was approved but also had a number of contingencies that need to be completed by the companies before the final distribution of the license.

Yuma’ provisioning center license is contingent upon the completion of a lighting plan, the installation of new signage, and a site plan is still needed for review. The city is also requesting ownership evidence for the facility.

As for the two adult recreational licenses, SPMI’s license has the contingency of needing a cross connection inspection to be completed and that proof of insurance must be submitted to the City Clerk. Rair Systems is being required to provide proof of a purchased insurance policy with the designated limits.

The Golden Harvest class C growing facility has the contingencies of needing a completed building plan review and permitting process. Any electric system upgrades that are needed are expected to be paid by the applicant.
